Launched as a flagship think tank initiative by Southern Metropolis Daily, the “Dongguan Citizens' Praise List” highlights outstanding public welfare practices advancing the city's “Hundred-Thousand-Million Project” since 2025. It solicits case submissions from government agencies, enterprises, public institutions, and social organizations. Through rigorous processes—including public voting, on-site visits by research teams, and expert evaluations—it selects exemplary cases demonstrating both social value and public acclaim. In this selection, 60 shortlisted cases garnered over one million public votes. Dongguan Aier Eye Hospital's charitable initiative stood out precisely because of its decade-long commitment and tangible achievements in improving people's livelihoods.

In 2016, responding to Dongguan City's 13th Five-Year Plan for Persons with Disabilities, the Dongguan Disabled Persons' Welfare Foundation launched the “Ten Thousand People Sight Restoration Project.” As the first designated surgical institution for the project, Dongguan Aier Eye Hospital (hereinafter referred to as “Dongguan Aier”) leveraged its professional medical team and advanced technology to conduct free medical consultations across all 32 towns and subdistricts in the city. Over a decade of dedicated service has restored sight to over 10,000 impoverished cataract patients, writing a heartwarming chapter in Dongguan's fight against blindness through professional expertise and compassionate care.
“Outreach” Services Cover 32 Townships and Subdistricts, Bridging the “Last Mile” of Eye Health Care
In 2016, to implement Dongguan's 13th Five-Year Plan for Persons with Disabilities—which called for “consolidating achievements as a national cataract-free city and strengthening cataract prevention and treatment services”—the Dongguan Disabled Persons' Welfare Foundation formally launched the “Dongguan Ten Thousand Sight Restoration Project.” This initiative aims to provide surgical assistance to impoverished cataract patients, effectively reducing medical burdens and enhancing public eye health. Leveraging its specialized ophthalmic expertise, Dongguan Aier Eye Hospital became the project's first designated surgical facility, undertaking screening, diagnosis, and surgical tasks to drive the initiative's implementation and outcomes.
On June 5, 2017, the “22nd National Eye Care Day Public Eye Health Examination Event and 2017 Dongguan ‘Cataract Sight Restoration Project’ Launch Ceremony for Tangxia Town” was held in Lin Village, Tangxia, Dongguan.
Dongguan Aier Eye Hospital, with Party building as its core driving force, pioneered a new approach integrating Party building with public welfare initiatives. It established the “Vision Restoration Project Party Building Task Force,” led by Liu Fei, Party Branch Secretary and Hospital Director, and comprising core Party member experts including Tan Yongchang, Director of the Cataract Department, and Ye Jianzhang, Director of the Cornea and Ocular Surface Department. This task force leveraged the exemplary role of Party members to guide the medical team, ensuring the project's professional execution and authority.
Over the past decade, the hospital has organized specialized screening teams to conduct regular free clinics across all 32 towns and subdistricts in the city. Through this “outreach-based” service model, residents in remote areas can access eye health examinations without leaving their towns, enabling precise identification of cataract patients and laying the groundwork for subsequent surgical treatment—thus bridging the “last mile” of eye health services.
Technology + Resources: Empowering Patients to “Afford and Receive Quality Care”
Notably, the hospital continuously introduces internationally advanced ophthalmic equipment and cutting-edge technologies while strengthening its medical team. Combined with the rich clinical experience of its expert team, this approach consistently improves surgical success rates and patient satisfaction.
